The person connecting an ad account needs full control of it in Meta Business Manager. In Meta Business Settings:
Open Ad Accounts under Accounts
Select the ad account
Use Add People to give the connecting colleague full control, or use Assign Partners to grant access to an agency
Once permissions are in place, reconnect in The Cirqle under Settings and Integrations and the account appears in the list.
